Swimm's sawmill now sits (in �he area of Slst Street west and Elm, in that oart of town now commor,ly known as `liew Ridge) was zor.ed R-1 in 1.992 when the City of Everett enacted ;ts initial zoning ordinance. R-1 meant ir. 1942 (and still means) property tu be used primarily for single fanily dwellings. Said property is within the City limiks and was in the City linits in 1942. II. No R.ill existed on the site in question as of Sept��n�er 8, 1942, when the zoning ordinance �2954 was enacted. Carl Condit purchased the pro��erty in question sometime after Septerb�r 8, 1942 -- a�d between the years 1943 to 1990. He purchased an undeveloped ZO-acre �arcel. He cleared the trees and brush from the mill site, and built tt�e r�ill in 1948. There were few homes in this area of View Ridge at the time the mill �vas built. The entire area was generally undeveloped. IV• On 7une 15, 1948 the nlanning Comnission of the City of Gverett granted Carl Condit a Conditional Use Per:�it to operate the mill for a period oE two years. v.
