EXECUTIVE SUMMARY <br />� BarJack LLC is proposing to harvest trees located on the �ite at 700 — 52"' Street, within the City of <br />Everett, Washington. The tree harvest is intended to remove potentially hazardous trees located on the <br />site that are near residences on the site, and on adjacent properties. The site is prone to windfall and <br />has experienced damage due to falling trees in the past. No new development is proposed on the <br />subjed property. The City of Everett Planning and Development Services requires a clearing pertnit <br />for the proposed tree harvest activity, and have ident�ed potential wetland and stream impacts due to <br />the proposed harvest. Therefore an environmentally sensitive areas study is required. This <br />environmentally sensitive area study is based on the field investigation and research performed by <br />Gribble Environmental Consufting Company (GECCO) in July, 2006. The City of Everett recently <br />adopted Ordinance 2909-06, amending portions of the critical areas code. This revised report reflects <br />thase changes to the code as related to critical areas classifica6on and buffer requiremer�ts. <br />The study area is located in the northwest quarter of Section 6, Township 28N, Range 5E, Willamette <br />Meridian, and includes approximately 6 acres. The eMire sde was investigated, and adjacent <br />properties were observed, where possible within 100 feet of the proposed harvest area. <br />Local, federal and state regulations control activfties in wetlands, streams and their buffers. Therefore, <br />this study and the wetland delineation performed by GECCO was undertaken to assess the possible <br />implications of desired land use plans. This study is intended to facilitate the review of land use plans <br />by the City of Everett and the appropriate federal and state regulatory agencies in conjunction with <br />permit applications, as required. <br />The analyses of wetlands conducted on the site were based on methods outlined in the 1987 U.S. <br />Artny Corps of Engineers Wetlands Delineation Manual (Technical Report Y-87-1), and the Washington <br />State Wetlands Ident�cation and Delineation Manual, published in 1997 by the Washington State <br />Department of Ecology. Use of the Washington State manual is required by RCW 36.70A.175 for all <br />jurisdictions under the Growth Management Act. Wetland boundaries were determined by the <br />presence of positive indicators of hydrology, hydric soils and hydrophytic vegetation. 411 three <br />parameters must be present for an area to be a jurisdictional wetland. Streams were classified based <br />on the water typing criteria adopted by the State of Washington in June of 1993 (WAC 222-16-030. <br />Wetlands and streams are regulated within the City of Everett through Everett Municipal Code Chapter <br />19.37 (Environmentally Sensitive Areas). <br />Using the methods and criteria ident�ed above, the investigation conciucted by GECCO resufted in the <br />ident�cation of one stream and one wetland. The stream is located greater than 100 feet from the <br />proposed harvest, and both the stream and its buffers are located within the wetland boundary, <br />therefore, only the wetland boundary was delineated on site. <br />
