INTRODUCTION <br />ThE subject property is located at 700 — 52nd Street in the City of Everett, Snohomish County, <br />Washington (S6, T28N, R5E). The subject parcel is approximately 6 acres. The subjed property is <br />partially developed with two single-family residences located in the northeast comer of the site. <br />Vegetation on the site is forested. The proFerty owner is proposing to selectively harvest timber on <br />the site to alleviate tha threat of potential damage due to hazardous trees on site. Fnvironmentally <br />sensitive areas have been identified on the site, therefare, an enviroementally sensitiv;+ areas study is <br />required as part uf the clearing permit. The City of Everett recently adopted Ordinance 2909-06, <br />amending portions of the critical areas code. The amended code requires that hazardous tree <br />removal within critical areas and their buf�ers requires evaluation by a cert�ed arborist. Therefore, <br />tree harvest will be limited to those areas ou!;ide critical areas and their buffers. <br />Typically defined, wetlands are "those areas that are inundated or saturated by surface or <br />groundwater at a fiequency and duration su�cient to s!ipport, and under normal ciroumstances do <br />support, a prevalence of aegetation typically adapted /or life in saturated soil conditions. Wet/ands <br />generally indude swamps, marshes, bogs, wet meadows and similar areas" (U.S. Army Corps of <br />Engineers, 1987). Also included as wetlands are artificial °�vetlands intentionally created from non- <br />wetland areas for mitigation or wetland banking purposes. b1/etlands do not normally include those <br />art�cial wetlands intentionally created from nora-wetlar.d sites, includiny but not limited to irrigation <br />and drainage ditches, grass-lined or bio-filtration swales, car;als, detention facilities, wastewater <br />treatment facilities, fartn ponds and landscaping amenities. <br />Streams are those areas where naturally occurring surtace waters flow su�ciently to produce a <br />defined channel or bed which demonstrates clear evidence of the pasaage of water including, but not <br />lircsited tn, bedrock channels, gravel beds, sand and silt beds and defined-channel swales. The <br />channel or bed need not contain water during the entire year. This definition does not include water <br />courses which were created entirely by artficial means, such as irrigation ditches, canals, roadside <br />ditches or stortn or surface water run-off features, unless the art�cially crea!ed water course contains <br />salmonids or conveys a stream that was naturally occ,urring prior to the construdion of the artificially <br />created water �ourse. <br />Under the requirements of the City of Everett Municipal Code Title 19, the City of Everett reviews <br />wetland, stream and buffer conditions and requirements, performs a site-verification, and reviews <br />mitigation proposals. Due to the location and site conditions of the subject property, combined with <br />local and federal jurisdictional requirements, there is a need to de4ermine the presence or absence of <br />environmentally sensitive �reas and their extent. An environmentally sensitive areas study was <br />undertaken to characterize the wetlands, assess their functions and values, and classify streams and <br />wetlands per the City of Everett Municipal Code. <br />PURPOSE <br />The purpose of this study is ta determine the presence of environmentally sen�itive areas (we�tlands <br />and streams) and delineate their boundaries within the area of land use on the subiect property. This <br />study, after being verified by the appropriate agencies, may also be used to determine the peTnit <br />requirements associated with development plans.
