Dennis Gregoire - Planning Dept.
2. Doua Audden - Building DFpt.
3. Lar:.f Callahan - Buildi.ng Dept.
4. Jerr Carroll - Construction Div.
5. Dalon Blodgett - Construction Div.
This problem was initially reporcc:d to Lloyd Fienning by N.r. Compton t]inspear on
1::-11-78.
We: found that a dozer operator being employed by the developer of Lot 20 of
G-anada Seaview II, (Gene Williard) was pushi.ng earth over the steep bank adjacent-.
to Lots 18, 19 and 20. As tie 3irt moved toeards the Lottom of the ravine, it
heis turned into a large mud slide_ Several sections of Chi Pipe were also discovered
oii end which indicated that ihe main storm water outfall pie running to the bottom
o;: the ravi.ne was probably severed_ The water from the severed pipe is most likely
tiirning the dirt into the mud slide. About 150 lineal feet uf creek bed was covered
w:th apprwcimately 5 to 8 feet of mucl from the slide.
Ttie situation is critical since if a heavy rain storm occurs before the problem is
ccrrected, the mud at the bottom of the ravine will b washed downstream and could
f:Lood out a residence on Mukilteo Blvd.
Oii Wednesday, 12-13-78, 2 was able to contz.ct Mr. Plifi Flalladay of tlie Puget Sound
S<arvice Corporation who is the developer of Granada Seaview II. i explained the
s::tuation to him and he understands that the City has not as yet accepted the
iiiprove:nents for Granada II and the drainage line is his responsibility. Fte also
understands that it will be up to him to resolve the problein. Fle in turn will
lc>ok to Mr. Williard as the person ultimately responsible. Nik was aware several
wEeks ago that a bad situation could deveiop and he iurote Williard a letter of
ciution. Mr. Halladay indicated Yhat he asked his consultant (Kegel & Assoc. ) to
look into the matter and report back by Thursday, 12-14-7E,
Also, on F7ednesday, 12-13-78, I met with Larry Callahan and tdr, Gene YJillard at
the subjact site. Mr. Williard is aware of the seriousness of the problem and is
anxious to take whatever action is necessary to avoid further damages. He was going
to look into getting a drag line on the site to clean-up the canyon.
JK(':is
cc: Larry Callahan, Builcling Dept.
Cecil Brossard, Utilities Dept.
Dennis Gregoire, Planning Dept.
Clair Olivers, Utilities Dept.
ired Oehlert, Enginecrin9 Det.
INSTRUCTICN51 ORIGINATE MESSAGE ON WMITE COPV ANO ttCEP GREL'N COPY FOR ' -
