!� - ��-l� <br /> ,,. <br /> Exhibit A `•���'' <br /> ;��`�iS% <br /> NOTICE OF DECISION <br /> PLANNING DIRECTOR DETERMINATION <br /> REVIEW PROCESS I # 11-008 <br /> BUILDING MODULATION MODIFICATION <br /> SEPA#11-014 <br /> Applicant: Lance Mueli=r& Associates <br /> 130 Lakeside, Suite 250 <br /> Seattle, WA 98122 <br /> Representative: Harold Christensen <br /> The City of Everett Planning Department grants approval of a request by Merrill Creek LLC to <br /> modify the building modulation required in Section 27.020 of the Zoning Code. The proposed <br /> development is located at 6103 23rd Drive West. The building elevations and site plan by Harold <br /> Christensen, Lance Mueller&Associates, dated Moy 6, 2011, are approved (in lieu of standard <br /> building modulation). This submittal was made on behalf of Merrill Creek LLC, owners and <br /> developers of the project approved under SEPA#11-014, a Planned Action Determination <br /> issued on June 15, 2011. The building modulation modification request is approved, subject io <br /> the following condition: <br /> 1) The building clesign and elevation submitted for building permit review must be <br /> consistent with building elevations dated May 6, 2011. <br /> The Planning Director approved the building modulation modification based on the following: <br /> Subsection 27.020.A.2 of EveretYs Zoning Code requires that building facades greater than <br /> sixty feet in length shall be modulated by features a minimuin of five feet in depth, a minimum of <br /> fifteen and a maximum of sixty feet in length, and at least fifty percent of the building height. <br /> Subsection 27.020.A.2.e provides that Planning Department authority to grant a modification of <br /> these standards ii an adequate aiternative is proposed. Approval of this modification is subject <br /> to a Type I Review Process. Review Process I is an administrative process and requires no <br /> public notice of comment period. The applicant may appeal the decision within 14 days of <br /> issuance of"Notice of Decision." <br /> Harold Christensen, Lance Mueller & Associates, on behalf of Merrill Creek LLC, proposes a <br /> combination of elements that, together, accomplish the objective of the Zoning Code to reduce <br /> the aesthetic impact of Iarge blanl< building facades. The proposal is described in their Building <br /> Modulation Application, received on May 9, 2011 and shown graphically on the accompanying <br /> plans. The project consists of a 34,100 square foot building. <br /> The office portion of the building would face 23rd Drive West. The proposed office area would be <br /> constructed using a variety of building materials, including metal, giass and stained concrete. <br /> The proposed site design meets the intent of Section 27.020, permitting alternative development <br /> standards i�, fhe M-1 zone. To meet the intent of the code and adapt to the topography of the <br /> site the new building has been designed so that all loading occurs at the rear of the building and <br />
