The Applicant requested a Special Property Use Permit for the construction of a <br /> 1,053 square foot addition to an existing telephone switching building at 10008 - <br /> 2Eth Avenue S.E., Everett,Washington. The improvements tn the sfte would <br /> include a new HVAC system, emergency generator, an above-ground fuel tank, <br /> and a reconfigured parking Iot. (exhibit f, Tylertestimony) <br /> 2. The subject property, a 13,187 square foot parcel, haQ a zoning designation of <br /> R-1, Single-Family Resid.;ntial. When the subject property was developed, it <br /> w?s under the jurisdiction of Snohomish County. A Conditional Use Permit was <br /> granted by the Hearing Examiner of Snohomish County on March 14, 1990. The <br /> building on-site was built pursuant to that land use permit and building permits <br /> issued by Sna.homish County. The property was annexed into the City later in <br /> 1990. (exhibits 1 8 7) <br /> 3. The surrounding properties are zoned R-1, Single-Family Resldential and are <br /> dzveloped with single-fam(ly residences. The existing land use on-sfte is a <br /> telephone switching facility that will be expanded. (exhibit 1, Tylertestlmony) <br /> 4. Pursuant to the Stete Environmental Policy Act(SEPA), the City of Everett was <br /> designated as the lead agency for environmental review. Qn June 4, 2002, a <br /> Mitigated petertnination of Non•Sign�cance (MDNS)was Issued for the <br /> proposed project. (exhibif 6) No appeals of this MDNS were filed. <br /> 5. In order for a Special Property Use Permit to be granted within the Clty of <br /> Everett, the General Evaluation criteria of Everett I.and Use Code(ELUC) <br /> 19.41.150.0 must be satisfied.
