Exterior and parking lot liclhiing is propo::ed for optimizing s�te security while <br /> preventing off-site light trespass. "Full cut off" fixtures are proposed. Staff <br /> expressed concem that light not be allowed to travel off-site ta disturb residential <br /> neighbors. The Applicani submitted a professionaily prepared drainage report that reviewed <br /> the existing and proposed stormwater condiiions on-site. The existing structures <br /> and stormwater management system would be demolished, except for drainage <br /> underneaih ihe existing pla�elds in the northwest portion of the site which would <br /> remain intact. Runoff frem pollution-generating im�ervious surtaces would be <br /> conveyed to bio-retention basins throughout the paved parking area, designed to <br /> provide water quality treatment prior tc discharging to an underground detention <br /> tank system along the site's western boundary. Mimicking the existing runoff <br /> patterns, the detention tank system would release to the existing on-site catch <br /> basin that conveys runoff across 27th Avenue SE to an unnamed stream channel <br /> to ihe west. Runoff from roofs and ather non-polluticn-generating surtaces is <br /> proposed to bypass the bio-retention swales and discharge directly to the <br /> detentian system. City of Everett Public Works Department reviewed and <br /> accepted ihe stormwater management plan as consistent wiih applicable <br /> standards. Waier and sewer service wouid be provided by City of Everett municipal utilities <br /> through agreement with Silver Lake Water and Sewer District facilities. (exhibit 1, <br /> staff report; exhibif 2, application and project narratives; exhibit 16; Brooks <br /> tesfimony) <br /> 13. The subject property is served by City of Everett Fire and Police. The new <br /> school would be sprinkiered throughout. The Ciiy's Fire Marshal reviewed the <br /> project and recommended approval with conditions. (exhibit 2, application and <br /> project nan�atives; exhibit 15) <br /> 14. The proposed new building would be placed in the center of the site. The two- <br /> story structure is proposed to be 40 feet tall. The co�dered play area wouid be sei <br /> back 95 feet from the north property line. The primary structure would be <br /> setback in excess of 120 feei from ali site boundaries.
