Sub.Ord. Section 5,C.9 (EMC 18.24.120) provides: <br />B. Drainage easements: When a subdivision or short <br />subdivision is traversed by a watercourse, dralnageway, channel or <br />stream, the applicant shall provide a drainage easement or drainage <br />refight -of -way conforming substantially to the lines of the watercourse <br />or draina.geway. The easement or drainage right-of-way shall be <br />maintained In its naytural state with proper setback and landscaping <br />as approved by the City. <br />Sub.Ord. Section 5,C.14 (EMC 18.24.170) provides: <br />Lot Requirements: <br />A. Lot arrangement shall be related to the natural features <br />of the site and provide a suitable building Iste and driveway access <br />from existing or proposed streets. <br />EMC 18.56.120 Provides: <br />Lot arrangement shall be realted to the natural features of the <br />site and provide a suitable building site. <br />EMC 20.04.060 A provides: <br />"I.Earth. <br />a. To encourage land development practices that result In a <br />minimal disturbance to the city's vegetation and soils; <br />b. To encourage building and site planning practices that are <br />consistent with the city's natural topographical features; <br />d. Prohibit development on steep slope areas when such <br />development would create imminemt danger of landslides. <br />3. Water <br />a. To encourage development and construction procedures which <br />conform to the South Everett Drainage Basin Plan and Chapter 14.28 of <br />this code to minimize surfacewater and groundwater runoff and <br />diversion and to minimize erosion and reduce risks of slides; <br />b. ...to minimize water quality degradation and control the <br />sedimentation of creeks, streams, ponds,...; to preserve and enhance <br />the suitability of waters for... fishing;... <br />c. To maintain and protect groundwater resources, to minimize <br />adverse effects of alterations in ground water quantities, locations <br />and flow patterns. <br />4. Plants and Animals <br />C. To encourage the retention of trees and other vegetation for <br />visual buffers and soil retention." <br />EMC 20.04.240 D provides: <br />"In addition to the policies established under Section 20.04.050 <br />and 060 the city designates and adopts by reference the following <br />policies as the basis for the city's exercise of authority pursuant to <br />this section: <br />1. The city shall use all practicable means, consistent with <br />other essential considerations of state policy, to Improve and <br />coordinate plans, functions, programs and resources to the end that <br />the state and Its citizens may: <br />a. Fulfill the responsibilities of each generation as trustee of <br />the environment for succeeding generations; <br />8 <br />
