Give sufficient information for a person to understand the precise <br />location of your proposed project, including a street address, if any, and section, township, <br />and range, if known. If a proposal would occur over a range of area, provide the range or <br />boundaries of the site(s). Provide a legal description, site plan, vicinity map, and plans <br />required by the agency. You are not required to duplicate maps or detailed plans submitted <br />with any permit applications related to this check:' it. <br />The site (landfill and outfall) is located on Smith Island in Snohomish County, Washington <br />(see Figure 1, Vicinity Map), in the south half of Section 5, Township 29N, Range 5 E. <br />Outfall 005 and approximately 90 percent of the landfill is located within the shoreline <br />jurisdiction of Snohomish County. The remainder of the landfill, to the east, is located <br />within the shoreline jurisdiction of the City of Everett. <br />B. ENVIRONMENTAL ELEMENTS <br />1. Earth <br />a. General description of the site (check one): <br />x . Flat —Steep Slopes <br />_ Rolling _ Mountainous <br />_ Hilly _ Other <br />The Smith Island Site is located on a tributary of the Snohomish River delta. The area is flat <br />and interrupted by man-made features (including the water treatment system, drainage <br />ditch, and levees, which were created earlier last century). <br />Leased operations near the site include Pacific Topsoil to the north and the Merrill & Ring <br />log sort yard to the south. To the southwest of the wastewater treatment system is Miller <br />Shingle. <br />b. What is the steepest slope on the site (approximate percent slope)? <br />The steepest slope onsite are along the sides of the existing dike that surrounds the <br />perimeter of the landfill. The maximum ditch slope is approximately 1.5 horizontal to 1 <br />vertical and rise about 15 feet above the surrounding ground. <br />c. What general types of soils are found on the site (for example, clay, sand, gravel, peat, <br />muck)? If you know the classification of agricultural soils, specify them and note any <br />prime farmland. <br />The native soils of the Smith Island site are predominantly Puget silty clay loam. The <br />landfill contains woodwaste from former pulp mill operations and dredge spoils from the <br />wastewater treatment system. The dikes around the landfill perimeter are constructed of <br />imported fill. <br />d. Are there surface indications or history of unstable soils in the immediate vicinity? If so, <br />describe. <br />
