r t , :Y <br />Landfill Closure Improvements <br />The Weyerhaeuser Smith Island site is an inactive landfill located west of Highway 529 and <br />the Burlington Northern Railway railroad tracks and north of the Main channel of the <br />Snohomish River. It was used to dispose of dredged materials from the wastewater <br />treatment system associated with the former Weyerhaeuser Kraft pulp and mill. This 30- <br />acre landfill was closed in 1994 in accordance with a variance for a vegetative closure <br />approved by the Washington Department of Ecology (Ecology) and the Snohomish Health <br />District (SHD). Over time, it became apparent that additional closure improvements were <br />needed. These improvements will result in a re -graded and covered landfill with improved <br />drainage. Figure 3 presents a site plan that shows the proposed closure improvements. <br />Figure 4 depicts the cross section of the proposed landfill improvements. <br />The very wet nature of the waste in the landfill makes it difficult to work with even during <br />the driest time of the year. Accordingly, in order to re -grade the waste and place additional <br />fill .soil over it, it will be necessary to first stabilize the waste and/or provide engineered <br />reinforcement of the waste during a dry summer season before continuing with the grading <br />and cover construction. This will necessitate that Weyerhaeuser complete the landfill <br />improvements over two construction seasons. The first season (2004) will include stabilizing <br />and/or reinforcing the waste and placing fill soil to improve drainage of the landfill. In <br />order to access the landfill for placing the fill soil, an access road will be constructed across <br />the existing perimeter ditch and into the west end of the landfill. In addition, the existing <br />access road on the east side of the landfill will be widened and improved for construction <br />vehicle access. The _zecond season (2005) will include construction of the cover system, <br />surface water system, -)ermanent access roads, and related facilities for permanently <br />improving the cover and drainage of the landfill. All closure improvements are planned to <br />be completed by the fall of 2005. <br />
