(AESI) is pleased to provide this final letter <br />regarding our geotechnical construction monitoring observations performed at the above - <br />referenced site. AESI performed periodic site visits from April 3, 2006 through January 13, <br />2011 to obtain samples of borrow source soils for testing and to observe site earthwork <br />activities involving placement and compaction of the compacted soil layer and soil cover. 'Pile <br />results of our observations are summarized in our Field Report Nos. 1 through 222 kept on file <br />in our Kirkland, Washington office. <br />Testing and approval of borrow source soils and testing of the compacted soil layer were <br />performed in general accordance with Appendix C of the Srnirh Island landfill Final Phase 3 <br />Closure h»oroventenrs Engineering Repori, dated March 2007, prepared by Parametrix. Based <br />on our observations, in our opinion, the project earthwork we observed has been completed in <br />general accordance with the above -referenced report and approved project plans.
