Submittal Number 1 shall contain the following forms as identified in Section 00500, Forms: Bid Form 1, Declaration and Acknowledgement Bid Form 2, Bidding Schec+ule • Bid Form 3, Bid Guaranty Bond or other acceptable form bid security Submittal Number 1 shall be submitted and received by Sound Transit on or before 11:00 AM, Seattle time, on Deaember �817, 2007. 2. Submi4tal Number 2 shall contain the following forms as identified in Section 00500, Forms: • Bid Form 4, Proposed Subcontractors . Bid Form 5, Smail Business Commitment . Bid Form 6, Certification Regarding Lobbying . Bid Form 7, Certification of Bidder Regarding Debarment, Suspension, and Other Re�ponsibility Matters • Bid Form 8, Buy America Certification Submittal Number 2 shall be submitted and received by Sound Transit on or before 1:00 PM, Seattle time, on December 1817, 2007. B. As soon as practicable after the deadlirie for receipt cf Submittal Number 2, envelopes containing Submittal NumbP; 1 and Submittal Number 2, properly received, will be publicly opened and read aloud. C. Sound Transit will accept no Bids after the time specified. In the event that either bid submittal envelope is delivered after the time specified (or not delivered), the bid will not be accepted, and neither submittal envelope will be opened. Sound Transit will not be liable for delays in delivery of Bids to the Contracts Administrator due to handling by ihe U.S. Postal Service, or any other type of delivery service. Sound Transit wiil keep Bids unopened until the time fixed for the Bid Opening. Sound Transit reserves the right to postpone the Bid Openirig for iis own convenience. D. Sound Transit reserves the right to postpone the date and time for receipt of submittal(s) at any time prior to the time set for the opening of Bids. E. The time stamp clock located at the Reception Desk on the first floor of Sound TransiPs offices at 401 South Jackson Street, Seattie, Washington 98104 is Sound TransiCs official bic �lock for this solicitation. Timeliness of Bid submittals will be determined using only this clock. F. Sound Transit reserves the right to cancel, revise, or amend this Invitation for Bids (IFB) and associated bidding Documents up to lhe time set for opening the Bids. Revisions and amendmen►s will be announced only by issuance of an Addendum to this IFB. Copies of any Addenda will be furnished to all Document Holders that received this IFB from Sound Transit. If Addenda(s) are required, the date set for opening may be postponed by Sound Transit to enable Bidders to revise their Bids.
