Permits to finish existing basement <br />including electrical work [2 new panels and 3 meters (one for common area/2 for <br />tenants)]. Triplex units are not allowed in this zone R-1. <br />Complaints of owner creating a third unit during construction. Planning Department <br />determination that third unit not created if access to alleged new unit is through existing <br />unit. <br />New complaint is that a new exterior door iactalled and a third unit created. Site <br />inspection does not document a new exterior. <br />
