Information for Excavation Permit <br />City of Everett <br />February 13, 1995 <br />Soil Remediation at the Star Lumber Plant <br />3200 35th Ave NE <br />Everett, Washington <br />This Scope of Work (SOW) describes precision excavation of impacted soils based on portable <br />field screening instrumentation and off -site treatment of the impacted soils. Clean-up of <br />impacted soils will by documented by confirmation sampling and laboratory analyses. <br />The objective of this project is to excavate the impacted soils and transport them to off -site <br />treatment. The remaining sidewails and bottom of the excavation will be sampled and analyzed <br />in, an approved laboratory to document the clean-up. <br />re MIRMUZ8311 <br />Controlled excavation of impacted soils will be accomplished by field screening of soils with the <br />use of portable field screening instruments. Based on this field screening, excavation of impacted <br />soils will be controlled. When clean soils or ground water are encountered, excavation will stop <br />or will be redirected as appropriate. Asphalt and soil will be removed by backhoe, or similar <br />equipment, loaded in trucks, and transported to an approved treatment facility. Impacted soil will <br />be treated and a Certificate of Destruction will be provided. Clean-up will be documented by <br />samples collected from the sides and bottom of the excavation, and laboratory analysis to verify <br />attainment of clean-up goals. <br />EROSION CONTROL <br />Stockpiles of impacted soils will be placed on visqueen sheeting, on existing asphalted areas. <br />Temporary berms will be formed by hay bails or similar construction (coveted with the visqueen <br />sheeting). The stockpiles will be covered to control erosion and moisture in the soils. The <br />impacted soils will be sampled and then transported off -site for treatment. The excavated areas <br />below grade will be backfilled with clean backfill. Areas where asphalt had bbeentremoved will <br />areas to <br />be re -asphalted to current grade. In the event of heavy rain, J paved <br />or from the work areas will be controlled by use of absorbent booms. <br />
