�' � <br />�� <br />' NARRATIVE STATEMENT FOR <br /> EVERETT SENIOR CONGREGATE CARE FACILITY <br /> VARIANCE REQUEST <br /> April 11 , 1984 <br /> This statement will address the two items which will be con- <br /> sidered in the variance request for the proposed Everett <br /> Senior Congregate Care Facility on the northeast corner of <br /> 19th Ave , S .E , and 100th St , S .E . (See Exhibit B) . <br /> The first item is the building setback along the northern <br /> property line which fronts on the right-of-way for 99th St , <br />� S .E , (See Exhibit C , dated 4/6/8/+) . While for.mulating the <br />� proposal for the parcel described above, the option was given <br /> by the City to either improve 99th St . S,E , or to vacate <br /> it . It was decided to improve 99th St. S . E . because at this <br /> time it appeare that that option wauld be of the most benefit <br /> to the neighbarhood. In choasing to improve 99th St . S ,E. , <br /> it became necessary to dedicate an additional 15 feet of <br /> right-of-way to the City , which reduced the buildable area <br /> on the site by approximately 6, 736 square feet , and caused <br /> a careful reevaluation of the siting of the proposed building. <br /> There .is no problem on mcst of the frontage of 99th St , S. E , <br />; The northern property line is technically considered to require <br /> i a side yard setback , which according to code is five feet <br />� plus an additional five feet for every story over two. Since <br /> the major portion of the proposed building is threa slories <br /> i high , this would constitute a 10-foot setback along the corre- <br />� sponding property line which would be adequate for the proposed <br />; building . However , the extreme nortliwest corner of the proposed <br />; building is four stories high . Therefore, the building setback <br /> i from the northern property line is 15 feet for that 66-foot <br /> portion; five feet more than the setback for the remaining <br /> 348 feet of the building. <br /> Please nate that there is an underground driveway and parking <br /> garage which forms a continuous loop underneath the buildings . <br />� An attempt to offset ❑ne corner of the building by five feet <br /> would disrupt the configuration of this underground access <br /> system. Therefore, the variance request is that the building <br /> setback be changed to a uniform 10-foot setback along the <br /> norther.n property line. This request ia supported by Section <br /> 19. 20.050(C) of the Everett Municipal Code which specifies <br /> that the requirement for a rear yard setback in the R-4 zone <br /> may be "waived if the structure is so designed so as to provide <br /> an interior or contiguous courtyard of equal or larger area" . <br /> While this project is zoned R-3 instead of R-4 , thc intent. <br /> of the code may be applied in this case since the area of <br /> EKN�6/T 3 <br />
