Any other location is extremely difficult and unreasonably costly <br /> to the utility consumer. <br /> Because of the terrain, the first option would involve a pump <br /> station which is not allowed by the City of Everett . <br /> The second option is to move the line easterly inside the <br /> private property. This location would increase the depth of <br /> the proposed sanitary line approximately 10 to 12 feet deep. <br /> As the line is already approximately 20 feet deep, the new <br /> maximum would be approximately 30 to 32 feet deep. Costs <br /> associated with this increase in depth are significant . <br /> Another consideration in moving the line easteriy is the depth <br /> of proposed sanitary sewer relative to the buildings and other <br /> structures on the private properties. The motel and steuk <br /> house both have portions oF the building witliin 35 feet of the <br /> property line. The realtor ' s office is mithin 10 feet of the <br /> property line. Virtually no option is available to traverse <br /> ' this area. Construction of the sewer could undermine the <br /> _ building footing without other special costly measures such r,s <br /> soldier pile or sheet pile wall . There are advertising signs <br /> and retaining walls along this route. Removal and replacement <br /> oY these items would cause added er..pense as would the <br /> disruption of parking areas for the steakhouse, restaurant and <br /> motel . <br /> 2. The installation as described by this franchise will not adversely <br /> afiect the desien, construction, stability, traffic saYety, or <br /> operation of the Lighway. <br /> Neither design nor construction in the future could likely be <br /> affected witn the placement of this line. The line is proposed <br /> easterly of the existing drainage swale for the Yreeway. <br /> Cross sections of the proposed line alearly exhibit that there <br /> is no prol�able impact to stability of the existing freeway <br /> future exr�ansion. <br /> The proposed canstruction in no way impacts the traPfic safety <br /> or operation oY the existing system. Access to the proposed <br /> line is not from the state system as the pronosed sewer line <br /> is underground. Only the gravel access crilI be somewhat <br /> visible. Cross sections show the vertical and horizontal <br /> relationship with the road. <br /> , <br />
