3. 19"'Avenue SE is designated as a "Gateway' corridor in the City's General Plan. The General Plan <br /> states, "Because Everett wants to develop and promote an attractive image, all entry corridors into <br /> the City should be designated as "Gateways" and standards should be applied to developments j <br /> along such "Gateways" relating to building design, landscaping, signage, outdoor storage and other ; <br /> aesthetic consideraiions that will serve to upgrade FveretYs image." To meet the intent of the policy, i <br /> landscaping in excess of Type III must be provided along 19'"Avenue SE. (Two recent projects that <br /> meet the City's gateway policies are the B�eing Credit Union site on Evergreen Way and Costco on <br /> 19th Avenue SE.) (SEPA Land and Shoreline Use Policies.) i <br /> 4. The applicant must construct 106'h Place SE from 19th Avenue SE past the entrance driveway to the <br /> site, including but not limited to, half street improvements of curb, gutter and sidewalk per City <br /> Design Standards, prior to issuance of any building permit. The applicant may submit a <br /> performance guarantee, on a City standard form (assignment of funds), for the construction of the <br /> street to obtain the permit. The half street improvement shall consist of 18' of pavement with curb, <br /> gutter and sidewalk on the north side of the centerline of the street plus 11' of pavement on the i <br /> opposite side with a 3' gravel shoulder and drainage control. (SEPA Transportation Po!�cies) <br /> 5. In order to minimize erosion, any spoil piles must be covered with plastic sheeting or other I! <br /> impervious covering staked to the ground or anchored with rocks or sandbags. Berms, earthen or � <br /> otherwise, should be constructed at the perimeter of excavated areas to prevent uujacent site runoff �I <br /> from entering the excavations. (SEPA Earth and Water Policies) <br /> 6. If contamination of the surrounding soils is discovered, and remediation will take place, an erosion I <br /> controi plan must be submitted for approval by the Public Works Department. (SEPA Earth and <br /> Water Policies) <br /> The lead agency for this proposal has determined that it does not have a probable significant adverse <br /> impaci on the environment. An Environmental Impact Statement is not required under RCW <br /> 43.21C.030(2)(c). This determination assumes compliance with State law and City ordinances related to <br /> general em�ironmental protection including but nol limited to right-of-way improvement requirements, <br /> drainage, etc. This decision was made after review of a completed environmental checklist and other <br /> information on file with the lead agency. This information is available to the public on request. This <br /> Mitigated Determination of Non-Significance is specifically conditioned on compliance with the conditions <br /> attached hereto which are incorporated by reference as if fully set forth herein. <br /> This Proposed MUNS is issued under 197-11-355.
