The General Plan <br /> states, "Because Everett wants to develop and promote an attractive image, all entry corridors into <br /> the City should be desig�ated as "Gateways" ar:d standards should be applied to developments <br /> along such "Gateways" relating to buiiding desigr•, landscapinq. siynage, outdoor storage and other <br /> aesthetic considerations that will serve to upgrade EveretY; image." To meet the intent of the policy, <br /> landscaping in excess of Type III must be provide-. a;ong 19'h Avenue SE. (Two recent projects that <br /> meet the City's gateway oolicies are the Boeing Credit Union site on Evergreen Way and Costco on <br /> 19th Avenue SE.) The applicant must construct 106'h Place SE from 19'h Avenue SE past the entrance drive vay to the <br /> site, including but not limited to, F.alf street improveme��;s of curb, gutter and sidewalk per City <br /> Design Standards, prior to issuance of any building permit. The applicant may submit a <br /> performance guarantee, on a City standard form (assignmeni �f func+�;, f�r the c�nstruction of the <br /> street to obtain the permit. The half street improvement shall :unsist of ;8' r_°pavement with curb, <br /> gutter and sidewalk on the north side of the cen'�rline of;he street plus 11' of pavement on the <br /> opposita sid� with a 3' gravel sho�'der and drainage cnntroL (SEPA Transportation Policies) <br /> 5. In order tu minirnize erosion, any spoil piles must be covered with plastic shE�eting or other <br /> impervious covering staked to the ground or anchored with rocks or sandbags. 6e;ms, earthen or <br /> otherwise, should be constructed at the perimeter of excavated areas to prevent adjace��; site runoff <br /> from F•ntering the excavations. (SEPA EaRh and Water Policies) <br /> u. If contamir�ation of the surrounding soils is discovered, and remediation will take place, an erosion <br /> control plan must be submitted for approval by the Publ;c Works Department. (SEPA Earth and <br /> Water Policies) <br /> The lead agency for this proposal has determined tnat it do�s not have a probable significant adverse <br /> impact on the environment. An Environmental Impact Statement is not required under RCVJ <br /> 43.21 C.030(2)(c). This determination assumes compliance with State law and City ordinances related to <br /> general environmental protection including but not limited to right-of-way improvement requirements, <br /> drainage, etc. This decision was made after review of a completed environmental checklist and other <br /> information on file with the lead agency. This information is available to the public on request. This <br /> Mitigated Determination of Non-Significance is specifically conditioned on compliance with the conditions <br /> attached hereto which are incorporated by reference as if fully set forth herein. <br /> This Final MDNS is issued under WAC 197-11-355.
