Review For The
Walker Chevron Re:development
County Fiiz No. S+7 110679
Dear Mr. Wentz,
We have completed our review of the revised site plan for
this proposed redevelopment project . Our co.nments on this
revised site plan are as follows .
1 . We concur with the applicant ' s proposed r=vision restrict
the two existing access connections to SR-527 to a right-in
only and a right-out only connections . Howeuer, we
recommend that these restricted connections :e designed to
meet WSDOT' design standards if possible . 'rhe reason is
the width of the entrance and exit should be reduced to
enforce the left turn restriction on SR-527 . Refer to the
attached copies of our WSDOT Design Manual Figures 920-2a, -
2b, and -2c, and the handwritten comments on the revised
site plan.
2 . Restricting the access connections to a right-in only and
right-out only connection for the two exi_sting r.,onnections
to SR-527 should help reduce the number and seerity of I
access connection related accidents and begin to address the ,
1996 and 1998 High Accident Locatior.a (HAL) and High
Accident Corridors (HAC) in this area. However, we still
recommend the use of C-curb along the left turn pocket on '
the north leg of the SR-527/110th Street S.E. intersection.
we understand that the city dcesn' t wish to place C-curb or I
require the developer of this redevelopment nrojecL- to place
C-curb in this area at this time. We temporarily oncur
with this decision since the revised access connec•:ions to
SR-527 may help reduce the left turns sufficiently enough to
mitigate the HAL/HAC condition. However, it will still be
possible for smaller vehicles to violate the left tiurn
restrictions from the revised access connections without the
installation of the C-curb.
 5
