Planning Dire�tor Determination <br /> Review Process I #06-032 <br /> Landscape Modification <br /> October 4, 2006 <br /> Dear Resident: <br /> The City of Everett Pianning Department has received a landscape modificaiion <br /> request for a proposed demolition and renovation of the Silver Lake Shopping <br /> Center located at 11020 19`h Avenue SE in Everett, Washington. Section 35.070 <br /> of the Everett Zoning Code authorizes the Planning Director to use Review <br /> Process I to reduce the planting width or waive some or all of th2 landscaping <br /> requirements when existing conditions on or adjacent to the site, includinr� <br /> differences in elevation, location of buildings, a; utilities would render the I <br /> requirements of ths Section ineffective. ! <br /> The �ode requires that the Planning Director study the proposal and its potential <br /> imp�icts. The Direction must then make a written determination that will I <br /> "...approve, disapprove, or approve with conditions, the mouification proposed by <br /> the applicanY'. (Section 47..1006 Everett Zoning Code). This letter is to inform you I <br /> that the Planning Director I�as issued a determination on the proposed actions. As I <br /> an ad;acent resident, you are beiny informed of the described City actions. <br /> Narrative Statement from Applicant in Support of Landscape Modification <br /> This project demolishes a portion of an existing retail building which now abuts the <br /> property line along 19�h Avenue SE. There is no existing landscaping along this <br /> frontage. The land occuF,ied by the demolished building will be converted into on- <br /> site pa:king �or the remaining retail space. rhe sidewalk along 19�h Avenu� is <br /> higher than the elevation of the �ew parking area by 8 feet on the north and 2 feet <br /> on the south. There is an existing retaining wall that supports the grade change. <br /> Parking will abut the retaining v�ail below the sidewalk elevation. From this <br /> description of the existing conditions along ihe 19�h Avenue irontage, it is apparent <br /> that landscaping can not occur where the retaining wall exists. To compensate for <br /> this, we are proposing tu landscape the 19'h Avenue frontage south of the new <br /> parking area where the existing grades are more favorable and no retaining wall <br /> exists. This new landscaping will occupy the space between the two existing <br /> driveways on 19`" Avenue. The landscape design will be similar to the <br /> landscaping usecl in front of the new Bartell Drugs. We also plan to install <br /> �3 <br />
