Since at least the water and sewer was work done by <br /> KLB for Allen Clark and not part of the SR 527 contract, WSDOT state�they have no"enforcement" power to cause KLB <br /> to return and remedy the situation. <br /> Obviously WSDOT would like not to hand over the project with these failures, but has no mechanism to direct work by <br /> KLB.
