I

 PU/L/ K/O I1Lr
, ,
' MEMORANDUM
TO: File, Abbott Homes 42-unit Apartment
Project
FROM: Jane Zimmerman
, DATE: November 23, 1992
SUBJECT: Seasonal Limitations on the Abbott Homes
Project
The applicant for Abbott Homes is proposing to initiate work
on a phase of the project that does not technically fall
under the criteria for imposing seasonal limitations. To
avoid seasonal limitations on land alteration activities,
all construction work is proposed to be performed 200 feet
or more away from the existing culvert at the edge of
Highway 527.
Even with the above plan, it will be difficult to control
construction related erosion. Equipment still needs to
access the site. Mud will be tracked out onto the road, and
this mud will end up in Silver Lake. And access roads often
act as conveyances for construction runoff, especially with
the type of topography found on this site.
' In addition, it will be difficult to control and disperse
' the sedimentation pond discharge in a way that both prevents
sediment from reaching the lake and avoids adverse impacts
to adjacent properties. The site topography, the narrowness
of the front portion of the site, and the existing
" development on the site all contribute to the problem of
adequately contralling construction runoff without conveying
sediment to the lake.
Due to the above issues, I beiieve that seasonal limitations
should still be applied to land alteration activities on
this site.
cc: Gordon Witcher
Dan Mathias
, '
CITY OF EVERETT•3200 Cedar Street • Everett,WA 98201• (206) 259-8800 • Fax (206) 259-8882
