Traffic Impact Assessment and Supplementsry Traffic Information <br /> Dear Mr. Wentz: <br /> Backeround: Gibson Traffic Consultants (GTC) has been retained by Shockey Brent on behalf <br /> of George Kaneris to provide a traffic study required for the proposed Kaneris Commercial <br /> building located at 11419 19th Avenue SE (see Figure 1). This letter is intended to supply the <br /> City of Everett with the necessary traffic generation/distribution information in order to facilitate <br /> the review of the proposed commercial app6cation. GTC's study addresses: trip <br /> generation/distribution, driveway access issues and impacts of the proposed development on the <br /> intersection of 19th Avenue SE (SR-527) and 116th Street S�. <br />, Proaosed Site Develooment. Access and Parkine: This application proposes to build <br /> 31,200 SF of commerciaUretail space to reptace the existing 6,143 SF of retail space and two (2) <br /> single family detached residences. At present, there are two drivewat�s serving the existing <br /> retaiVcommercial use; however, the planned improvements along SR-527 propose the <br /> consolidation of site driveways. Vehicular access to the expanded site would be via one <br /> unsignalized driveway onto SR-527. There aze 105 on-site parking st�lls proposed which would <br /> fully accommodate the peak parking needs of the proposed commercial building. The proposed <br /> commercial center is expected to be constructed and fully occupied by the end of 1997. <br /> Scooe of Anal_ysis and Methodoloev: GTC has analyze p.m. peak conditions for the future <br /> driveway onto 19th Avenue SE (SR-527) and determine which City or State intersections would <br /> oe impacted by ]0 or mcre PM peak trips, per our scoping discussion. A January 1996 weekday <br /> p.m. peak hour traffic count at the intersection of 19th Avenue NE/116th Street SE was obtained <br /> from WSDOT, while a 4:30-5:30 p.m. count at the existing driveways was conducted by GT^ to <br /> detertnine the e;.isting site traffic volume and distribution. A p.m. peak analysis of the 19th <br /> Avenue NE/116th Street SE intersection was conducted to determine the impacts of the <br /> development on the local street system.
