Rezone Narrative Statement
Kaneris Commercial Development
June 1996
Backeround
The site proposcd for a rezone is located at 11419-19th Avenue SE in the City of Everett.
Currently the northem portion of the site is zoned B-1, developed and occupied with
commercial uses. The southem ponion (Phase [I) of the site is zoned R-I with two
single-family dwellings on site. Commercial uses border these two homes on both the
north and south. A comprehensive plan amendment on the southeast portion of the site
from Single Family Detached 5-10 (1.2) to Neighborhood Business (4.1) would ailow a
rezone from R-i to B-t, increasing consistency and compati, lity with surrounding uses.
The azea surrounding the site is predominately commercial to the north and south, and
east along the SR-527 corridor. Residential and multi-family uses are located to the east
ar.d north. SR-527 borders the site on the west, with Silver Lake to the west of SR-27.
Smmary of Rezone Reauest
The objective oCapplicant is to rezone two adjacent single-family parcels zoned R-1 to [i-
I, after a comprehensive plan amendment from I? to 4.1.
('onformance to Criteria fnr roval
The follocine demonstrates the proposaPs conformnce to criteria for approving a rezone
as contained in the rezone applica, ion packet:
A.) Li7rv rs the amendment necessary?
Commercial development has infilled along the area east of SR-527 on the east
side of Silver Lake. The proposal calls for the development of a neighborhood
business complex on five prcels, located east of Silver Lake and east of SR-
527. The northern and southwest portion of the site is zoned B-1, with a
Neighborhood Business desigaadon. But, the southeast portion of the site is
cucrendy zoned R••1 with a Single-Family Detached designation (1.2).
Cammeial development is not a permitted use within the R-1 zone.
Therefore, a comprehensive plan amendment from Single-Family Detached to
Neighborhood Business (4.1) is requested. A Neighborhood Business
designation would support a rezone to Neighborhood Shopping (B-1),
permitting the developnent of Phue II of the neighborhood business proposai.
Development of Phase II would add to the overall quality of the proposed
deelopment.
Retune Narrativr•- haneris Commernl De'elopm:n Pace i
Prcpared b :HOCILI'IE3i.E\T. ine
