To minimize excessive light and glare, all exterior lighting shall be <br />directed downward onto the site and away from adjacent single family <br />areas and public rights-of-vay. <br />19. Screening must be provided for all outdoor refuse disposal areas. <br />20. Completion of a Flood Elevation Certificate is required to assure the <br />requirement that the ground floor of all structures is a minimum of two <br />feet above the regulatory flood control elevation. <br />21. Construction or substantial progress toward construction of a project <br />must be undertaken within 2 years after final approval of the permit, <br />and completed within 5 years. If the project has not been completed in <br />this time span the permit will be reviewed by the Planning Department <br />Who will do one of the following. <br />extend the permit for one year, or <br />terminate the permit. <br />
