10. In reviewing the proposal, the City consulted with the Department of <br />Ecology, the Department of Game and Snohomish County. (The County has <br />completed a stream and wetland survey for the area.) Staff found that <br />the site is fairly flat, with an elevated roadway running down the <br />middle of the site from east to west. It appears that about the north <br />half of the site may drain towards Silver Lake and the south half may <br />drain to the south. <br />11. Andy McMillan of the Department of Ecology identified four wetlands <br />existing on the site, one in approximately each corner of the site. <br />One of these four wetlands had also been identified in the County <br />stream and wetland survey. The two wetlands to the uorth are in good <br />condition and appear to be providing significant water filtration and <br />some habitat value. The twn wetlands to the south have been heavily <br />grazed and the soil compacted by horses. Both the Department of <br />Ecology and Department of Wildlife (Game) have indicated that these <br />areas are not providing significant habitat, water filtration, or <br />detention capacity. <br />1.2. The major drainage impacts of development of the site are the increased <br />amount of storm water runoff and the quality of the runoff. Stormwater <br />runoff from the site would run either toward Silver Lake to the north <br />or to Ruggs Lake to the south. Both of these areas flow to North <br />Creek, which is an important salmon and steelhead producing stream. <br />Good water quality is important in maintaining the fisheries resources <br />downstream. <br />13. In order to mitigate the impacts of the development, the City placed <br />the following requirements on the DNS for the proposal.. <br />a. Four wetland areas exist on the site. The two wetlands on the <br />northeru portion of the site must be maintained in order to <br />maintain the quality of water flowing into Silver Lake, to <br />provide atormwater detention, and to provide wildlife habitat. <br />The boundary of the two wetland areas must be staked by the <br />applicant and approved by the Department of Ecology. In <br />addition, a twenty-five foot buffer area must be maintained <br />around the wetland area. Prior to any construction activity on <br />the site, the boundary of the buffer areas must be roped off and <br />no activity is to occur within the area unless approved by the <br />Planning Department. <br />The two wetland areas should be incorporated into the stormwater <br />detention system. An easement will be required from the property <br />owner to the northeast for construction of a detention system if <br />the off-site wetland area is impacted. <br />The buildings and parking shown on the site plan in these two <br />areas must be removed/relocated. The revised site p1P.n must be <br />reviewed and approved by the Planning Department prior to <br />issuance of any permits. (SEPA Water Policies) <br />-4- <br />
