DETERMINATION Or NON-SIGNIFICANC <br />DEC[E SE0 <br />EVERETT SCHOOL DISTRICT NO. 2 APR 3 0 2015 <br />Silver Lake Elementary School Portables <br />PU "�'� trt �Q' D 7 <br />Description of Proposal: The proposed action is the approval by the City of Even of a� eaal rr6{�jIt use <br />Permit and building permits to add six portable classrooms and one restroom portable. They are proposed to be <br />placed on a playfield directly adjacent to the two existing portable classrooms, located east of an existing covered <br />play shed. The classroom portables would each be 896 square feet in size and match the existing type of portables <br />currently on the site. The restroom portable is 492 square feet. The portable buildings will be placed on temporary <br />footings on a gavel base. They will be accessed by a pre -manufactured ramp and walkway system. The restroom <br />portable will be served by an existing sewer line and pump which was installed to serve portables previously situated <br />in this location. Power will be delivered from an existing pole mounted transformer, also installed to serve the <br />previous portables. A total of 5,868 square feet of impervious surface would be added to the project site; no new <br />impervious surface is anticipated to access the portable classrooms as the gangways and ramps will be topped with <br />metal grating, which does not constitute an impervious surface. No new pollution generating surfaces would be <br />constructed. Roof drain dispersion to the gravel base below the buildings is proposed for stormwater treatment. <br />CITY OF EVERETT FILE NUMBER: SPU15-002 <br />PROPONENT: Everett School District No. 2 <br />LOCATION OF PROPOSAL: The project site is located at 12815 Bothell Everett Highway, Everett, Washington. <br />The parcels affected are Snohomish County Tax Account Numbers 28052900303400 and 00633800000700, located <br />in the southwest quarter of Section 29, Township 28 North, Range 5 East, W.M.. <br />Note: Issuance of this threshold determination does not constitute approval of the permit. This proposal will be <br />reviewed for compliance with all applicable City of Everett codes, which regulate development activities. <br />LEAD AGENCY: The lead agency for this proposal has determined that it does not have a probable significant <br />adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW <br />43.2 1 C.030(2)(c). This determination assumes compliance with State law and City of Everett ordinances related to <br />general environmental protection including, but not limited to, access improvement requirements, drainage and <br />utilities. This decision was made after review of a completed environmental checklist and other information on file <br />with the lead agency. This information is available to the public upon request. <br />It is the policy of the District :hat, when undertaking an action involving the exercise of substantive SEPA authority, <br />the District shall consider, as appropriate under the circumstances, the ramifications of such action as to one or more <br />of the factors listed in Everett School District Policy 6890, Substantive Authority (7.231 to 7.2310). <br />This DNS is issued under WAC 197-1 1-340(2). The lead agency will not act on this proposal for 14 days from the <br />published date below.
