PROPOSED DECLARATION OF NON -SIGNIFICANCE <br />:he proposed action is the Planning Commission and City Council approval of a <br />Special Property Use Permit and the issuance of building permits to allow <br />construction of a 25,000 square foot building for a worship sanctuary multi- <br />purpose room and classrooms. The following factors were considered prior to <br />making a preliminary decision on this proposal: <br />1. Ingress and egress to the site will be provided via 19th Avenue S.E., <br />a major arterial Street. <br />2. The site is currently vacant and recently graded in preparation for <br />construction. <br />3. The site is currently under the jurisdiction of the Snohomish County but <br />is being annexed to the City.
