The following factors were considered prior to making a preliminary decision on this proposal: 1. Ingress and egress to the site will be provided via 19th Avenue S.E., a major arterial Street. 2. The site is currently vacant and recently graded in preparation for construction. 3. The site is currently under the jurisdiction of the Snohomish County but is being annexed to the City.
