The Church of Jesus Christ of Latter Day Saints has _just been <br />granted annexation to the City of Everett. The Church was also granted <br />a Special Use Permit for a church to be located on a portion of the <br />annexed area. Newly annexed properties are zoned R.S. with a height <br />limit of 25 feet. No mention was made of a heighth problem of the <br />structure. It was determined just prior to the Planning Commission <br />Hearing that a problem existed. <br />The Planning Commission approved the design of the church building <br />with the resulting need to ask for a variance of approximately 8 feet <br />to accomodate the height of the chapel and multi -purpose area of the <br />building. There is a question as to the need for it variance for the <br />steeple. Therefore we are also requesting a variance for the steeple, <br />should it be required, which is 63 feet high. It will he located on <br />the northwest part of the church building. <br />The Planning Commission indicated the R.S. zoning is usually <br />interim •zoning pending further study which requires approximately 120 <br />days. Other residential zoning would allow the church structure with- <br />out a variance. <br />It was pointed out by the Planning Commission that the design <br />of the building, would be compatible with surrounding properties and <br />the Special Use Permit was approved per plan. <br />The variance will not adversely effect suurounding properties as <br />the church site abuts on the rear yards of residential properties to <br />the south and east with commercial property to the west and vacant <br />property proposed for business use to the north. The site will be <br />lowered somewhat from the existing grade to approximately the same <br />elevation as 19th Avenue. The height variance will apply only to <br />that area over the chapel and multi -purpose portion of the building <br />and the steeple. Granting of this variance will allow the church to <br />
