FINAL DECLARATION OF NON -SIGNIFICANCE <br />SEPA 11 51- 1 <br />This Final Deelaratic-A of Nonsignificance shall expire one year from <br />date of issuance unless a completed building permit application has <br />been submitted within that time. A request for a one year extension of <br />t this Final Declaration of Nonsignificance may be made to the Planning <br />! nirrrtnr Drior to the expiration date. <br />Description of Pro osal: <br />The proposed action is the preliminary approval of a short subdivision for 2 lots on 4.4 acres and issuance <br />of grading and building permits to allow construction of a 120 unit motel and restaurant on lot A. The <br />following factors were considered and listed requirements were placed in response to cornments <br />submitted during our review of an environmental checklist for this proposal. <br />1. All conditions attached to preliminary approval of shor' subdivision f12781 must be coml Aed with. <br />7_. A minimum of 5% of the off-street parking area shall be landscaped as stipulated in the City of <br />Everett Zoning Code (Section 19.40.070), and landscaping of the street frontage exclusive of <br />driveways must be provided. A landscaping plan for the si'. - must be approved by the Planning <br />Department. <br />3. Traffic circulation and a pedestrian plan shall be submitted to and approved by the Traffic Engineer <br />prior to the issuance of any construction permits. All signing relating to vehicular and pedestrian <br />traffic to be in place prior to the issuance of certificate of occupancy. Wheelchair ramps shall be: <br />included in all walkways. <br />4. Oft street loading requirements.(Sec. 19.40.070) must be met and approved by City Traffic <br />Engineer. <br />5. Exterior signing of the site must be approved by the Planning Department. <br />6. The site is noise impacted. from I-5 freeway and 19th Avenue. The proposed facility is .to be <br />designed and construction techniques utilized tc enssire that interior noise levels do not exceed <br />State of Washington D. O. E. standards of 45 DBA. A noise consultant must confirm that this <br />standard will be met. <br />7. As-builts, easement, and a one year Warrantee Bond in the amount of 10% of the cost of <br />construction of the public water system are required within 10 working days of obtaining public <br />watF.• connection. <br />F. City streets are to be kept clear of dirt and debris during construction. <br />9. During construction all truck traffic to and from the site within the City of Everett shall be or <br />arterial streets unless otherwise approved by the Public Works Department. <br />10.' A preconstruction on the Civil Engineering portion of the project is required prior to the approva: <br />of a Public Works Permit. The Applicant shall arrange meetings involving applicant, jot <br />superintendent, contractor, all subcontractors, Fire Marshal, Planning Department Coordinator <br />Building Department Coordinator, Public Works Coordinator, Public Works Inspector and Cit3 <br />traffic Engineer. <br />11. Temporary and permanent erosion control plan must be submitted and approved prior tc <br />commencing earthwork on -site.
