INFORMATION FOR DEVELOPER: <br />The following information is provided for the developer's benefit. These are not SEPA <br />conditions. All requirements are preliminary in nature, and are based upon the preliminary site <br />plan and the ordinances in effect at time of submittal for SEPA review. The proposal must <br />comply with all ordinances in effect at the time a complete building permit application is <br />filed, including those not specifically set forth herein. (Exception: For vesting under the <br />Zoning Code, please refer to Section 44 of the Zoning Code). Contact the Planning Department <br />for information regarding appeals processes for the requirements listed in this document. <br />1. Detailed drawings in accordance with City Design and Construction Standards shall be <br />submitted to the Public Works Department showing site parking layout, landscaping, <br />utilities, storm drainage, temporary construction erosion control, and all required <br />improvements in the public right-of-way. Public Works Department approval of these <br />drawings is required prior to any permits being issued. All improvements shall be <br />completed, approved, and warranted before Occupancy permits are issued. <br />2. Special charges for connection to the sewer and water systems in accordance with <br />Ordinance 1171-85 and subsequent revisions are applicable. These charges are based on <br />projected water usage and can be substantial. The Applicant is encouraged to obtain a <br />copy of the ordinance and determine estimated charges prior to building permit <br />application. The actual charges shall be computed by the Public Works Department per <br />the ordinance in effect at the time of building permit issuance. <br />3. Stormwater detention/retention, quality protection, and enhancement requirements for <br />this project shall be those requirements in effect at the time of application for Public <br />Works permits. Three options for stormwater quality enhancement are presented in the <br />current city standards. The least preferred option is allowed only if the first two options <br />are infeasible in the opinion of the Public Works Department. The options for <br />stormwater quality enhancement are, in order of preference: <br />a) An infiltration basin designed and constructed according to city standards. <br />b) A wetpond designed and constructed to city standards. <br />c) A baffle -type oil/water separator followed by a vegetated swale, both designed and <br />constructed according to city standards. <br />4 On -site detention of stormwater runoff from this site is required per city standards. <br />5. Treatment of stormwater runoff from the paved areas must occur, per city standards, prior <br />to discharge of the stormwater from the site or to a stream or wetland. <br />6. Where applicable, landscaping will be required for surface ponds and basins to provide <br />screening and an aesthetically pleasing appearance. A landscape plan must be submitted <br />and approved during plan review. Landscaping shall be provided outside of the high <br />water mark and may be required to be included in a separate tract under common <br />ownership. Installation of the landscaping per the approved plan is required before final <br />approval. <br />7. All collected surface water exiting the subject property must be conveyed to the nearest <br />established, stable drainage course, within the naturally occurring drainage basin, by pipe <br />
