Home Base Retail Store <br />�� CITY OF EVERETT <br />Public Works Dept. <br />DESCRIPTION OF ORIGINAL PROPOSAL: The proposed actions are the issuance of <br />Public Works, Building and Shoreline Permits (including grading, drainage, utilities, <br />paving, landscaping and wetlands alteration and mitigation) for the construction of a new <br />retail building on a 9.79 acre site at the northwest comer of 19th Avenue SE and 100th <br />Street SE. The project will consist of a single story, 114,000 square foot retail building <br />for Home Base Inc.; 24,000 square feet of outdoor display and sales area; a 3,500 square <br />foot fast food restaurant, and 452 on -site surface level parking stalls. The Applicant is <br />also proposing to fill 43,017 square feet of a Category II scrub/shrub riparian wetland in <br />the head waters of woods Creek Basin and the alteration of 92,940 square feet of forested <br />buffer. As mitigation for filling the wetland the stormwater detention, water quality and <br />groundwater recharge functions of the wetland will be replaced "on site" and off site" at <br />the Family Tree Apartments which are located at 10110 19th Ave SE, Everett, <br />Washington. Wildlife habitat functions will be mitigated "off site" on approximately five <br />(5) acres of farmland, located on the east side of Lowell Latimer Road in the Snohomish <br />Valley. The farmland will be converted to a scrub -shrub forested and open water <br />wetland. <br />INTRODUCTION AND PURPOSE OF ADDENDUM <br />On May 23, 1997, the City issued a Final Mitigated Determination of Non -Significance <br />(SEPA #65-96) for the construction of a Home Base retail store at the northwest corner of <br />19th Ave SE and 100th Street SE and creation of a wetland mitigation site at 8003 Lowell <br />Larimer Road. <br />On June 10, 1997, the Silver Lake Action Committee and the Silver Lake Dental Arts <br />Center submitted a letter of appeal of the Final MDNS (SEPA #65-96). The issues of <br />appeal included stormwater/surface water impacts, traffic and wetland impacts as a result <br />of the proposed project. On July 17, 1997, the Silver Lake Dental Arts Center submitted <br />a letter to the Everett Planning Department withdrawing their appeal of SEPA MDNS <br />#65-96 and SMA #11-96. <br />On August 21, 1997, a settlement agreement of the pending appeal of SEPA #65-96 and <br />SMA # 11-96 was entered into by and between Michaelis -Swenson Partners (Applicant), <br />Silver Lake Action Committee (SLAG) and the Department of Planning and Community <br />Development (City). <br />
