Cheryl Wright
10204 21 S' Ave. W
Everett, WA 9&204
September30,2003
Kirk Brooks
Public Works & Engineering
3200 Cedar
Everett, WA 98201
Dear Mr. Brouks,
o
OCT 0 2 2003
.. ................. .........................
CITY (F EVEFETT
EngineeringlPuhlic tewces
Thank you for your tclephone call September 29, 2003 regarding our meeting at my property locared at,
10204 21S' Avenue West Everett, WA, Monday, September 22, 2003. It was nice to meet you and [o meet
Alan Locke. I am happy to hear that the wntractor says he will da whatever is necessary to cortec[ he
ground water run of'f problem affecting my property. According ro the phone message you left me, the
contractor is involved in a sma!I job and will be unable to address the problem on my property until he
compleres thejob he is currently doing.
I want ro make sure you and f are on the same page regarding this matter, When we met last Monday you
said you were holding the building pertnits until the ground water run offproblem is solved. Is that still
true'? W ill the ground water run o(f problem be solved by the contractor before building begins? My
concem is that the building will begin and the contractor will be unable or unwilling to fix the problem.
I have livcd at 10204 2I5i Ave. W Evereti, WA since lanuary 1971, 32 years, and know in the past that
many times coustruction was considered on the site next door, now being built upon, but was never
approved because the property would not perk. My concern is what will fixing the problem include? I have
been told that French drains on the building site will take care of all ground water cun off problems. I am
wncerned about what i going on underground and the effects to my propeRy such as flooding and
deterioration to the foundation on my house and outbuildings. The builder backfilled the long existing
drainage ditch on [he north side of my property and the main drainage ditch on the east side, all preventing
proper drainage of my property and endangcring my ground stability.
Enclosed, you will find copies of the photos 1 shared with you September 22, 2003. The accumulation of
water is afier only a few hours of rain September 14, 2003. The question that comes to mind is what the
ground water nen off problem will bc like when the unavoidable rainy season really begins and the ground
is saturated?
You will remember when we met we discussed the non stop heavy use of my driveway as an entry point for
alI heavy equipment and [rucks to access the devclopment site. I did not give perntission for this access and
in fact my requests to stop were ignored by the con[ractoc As a result of this disregard for my property, l
am concemed that the existing pipe underneath my driveway may have been damaged and 1 expect this
problem to be addressed.
I know you share my concems and I thank you for your attention to this mattee I look forward to hearing
from you.
Sinccrcly,
L¢,., ,•
Cheryl Wright
Propeny Oencr
