ro File
FROM Marian Payne, Housing Inspector `jS'
DATE September 28, 1987
susecr 1807 - 22nd Street
Page 5 of o
- ,
CITV OFEVERETT EVERETT WASHNGTON
e i'''F:
Fi;r.
2i;t'
Deficiencies noted pursuant to the UniPorm Code for the Abatement of Dangerous
Buildings, Sec. 302:
1. The structure is manifestly unsafe for the purpese for w!dcti it is
being used.
2. The structure, in its deteriorated condition, has become an
attractive nuisance to cYiildren and a harbor for vagxants.
3. The structure is maintained in violation of Ordinance No. .1247-86 of
the City of Everett relating to the conditions of structures.
4. The structure is in such a condition as to constitte a public
nusiance known to the common law in equity jurisprudence.
After our return to the office, I recommend that the structures be posted
"Unlawful to Occupy." Mr. Callahan agreed.
I prepared the Notices and had Mr. Callahan sign them. I then proceeded to
the buildings to post them. The first one posted was 1809 - 22nd Street.
I then proceeded to 1807 - 22nd Street but decided to inform the people inside "
of my intentions. I went to the back door which was opened and I knocked. I
could hear people talking inside but no one came to the door. While standing
there, I looked at the interior of the kitchen and a portion of the living
room. It had furniture and applicances all set up for housekeeping.
I knocked on the door again and two minor children, approximalely 16 years
old, came to the door. I identified myself and stated that I was going to
post the house Unlawful to Occupy." One of the minors went yelling to
someone else in the house that it was unlawful to occupy the house. The minor
was very upset and the other. seemed quite disturbed.
I proceeded i:o staple a Notice to the frame of the back door while all the
confusion was going on inside. As I got out to the front of the house to post
the front door, the individual I talked with earlier in the day, during Mr.
Callahan's ard my inspection, came out of the hack door and caught up with
me. He said they were not occupying the house, they were there to work on
it. He said they had the owner's, Tom McFCee, permission to be there and wo.rk
on the structure. I detected a strong odor of alcohol on the man's hreath, so
I didn't want to talk much more with him. I told that Mr. McKee could talk
with the Building Official, Larry Callahan, about the postinos on the house.
