• <br /> CITY OF EVERETT <br /> FISCAL ANALYSIS OF ANNEXATION <br /> 1.0 INTRODUCTION <br /> 1.1 Study Purpose <br /> This report documents the results of an annexation study conducted by Berk&Associates on behalf of <br /> the City of Everett to assess the fiscal, governance and strategic implications of potential large-scale <br /> annexations. The annexation analysis was conducted by looking at how each potential annexation <br /> might fit within the broader context of the City's long-term fiscal situation, and the economic <br /> development opportunities. <br /> The study included an assessment of six primary annexation areas in the City's Municipal Urban <br /> Growth Area (MUGA) and three optional areas that go beyond the MUGA's but are contiguous to the <br /> City's MUGA.The areas within the City's UGA include: <br /> • Emander • Hilton Lake <br /> • North Creek • Rugg's Lake <br /> • Eastmont • Larimer <br /> The following are the optional "gap" areas, included in this analysis: <br /> • Lake Stickney <br /> • Cathcart <br /> • Silver Firs <br /> The analysis explores different annexation scenarios, including full annexation of all areas and partial <br /> annexation options that are based on logical combinations of the areas. The goal of the analysis is to <br /> provide decision-makers at the City and key stakeholders including current Everett residents, residents <br /> of the annexation area and other affected jurisdictions, with a more complete understanding of the <br /> fiscal implications of annexation, both in terms of the costs the City would bear immediately upon <br /> annexation and in the longer term. <br /> This report summarizes Berk & Associates' analysis of fiscal impacts. This assessment addresses the <br /> following key issues: <br /> 1. Scenario combinations: What annexation area or combinations of areas would make most <br /> sense to pursue in the near-term? <br /> 2. Near-Term Operating Impacts:What new operating costs and revenues would Everett face if it <br /> were to annex the study areas and provide levels of service similar to current services in existing <br /> City neighborhoods? <br /> 3. Long-Term Fiscal Outlook: How would the City's fiscal future look with and without annexation? <br /> 4. State Sales Tax Credit Potential: What role might the state sales tax credit play in the decision <br /> about annexation and the long-term fiscal implications? <br />
