CITY OF EVERETT FISCAL ANNEXATION ANALYSIS <br /> With the increase in land area through annexation in Scenario 3, the Department is estimated to need <br /> an additional 14.5 FTEs including 14 Officers, and 0.5 of a Parking Enforcement Officer. For Scenario <br /> 4, the estimated additional staffing needed due to annexation is 29 FTEs. This includes 4 new <br /> Sergeants, 21 officers, 1 Records Information Specialist, 1 Parking Enforcement Officer, 1 Compliance <br /> Officer, and 1 Administrative Assistant. <br /> Additional growth within the City will also require increased staffing. It is expected that with this growth <br /> the department will need to add 4.5 more FTEs, including 2 supervisory positions, 2 officers, and 0.5 <br /> of an Administrative Assistant. <br /> Although this analysis assumes that the employees needed for annexation would be added <br /> immediately upon annexation, in reality there would be a transition period. With annexation, the areas <br /> being annexed would see an increase in police services to the City level of service standard. This <br /> change would not occur overnight however, and the Police Department would have to grow <br /> considerably to serve the new areas at the desired level of service. During this transition period the <br /> City and County would likely negotiate how the details of police services will be provided, until the City <br /> was able to train new staff or find lateral hires to fill positions. This analysis does not make any <br /> assumptions about what this transition might look like, and assumes full cost of all new employees <br /> begin upon annexation in order to remain as conservative as possible in the cost projections. <br /> Fire and Emergency Medical Services <br /> Currently Everett's Fire Department serves the City from seven fire stations, with a total of 190 FTEs. <br /> Exhibit 21 below shows existing City fire stations as well as those within Fire District 1 (FD 1) <br /> boundaries as they relate to the contemplated study areas. <br /> IL Final Report:October 2008 Page 38 <br />
