4 <br /> included in the Gateway Streetscape Plan scope of work. <br /> The eight gateway site specific locations included in the scope of work are as follows: <br /> • Broadway from northbound I-5 exit under of 415`Street <br /> • Pacific Avenue and I-5 northbound off ramp <br /> • Everett Avenue and I-5 southbound off ramp <br /> • West Mukilteo Blvd. at west city limits <br /> • Evergreen Way at south city limits,at 128th St SW <br /> • SR 527 at south city limits at 128th St SW <br /> • 52" Street and Lowell River Road <br /> • Everett Mall Way and I-5 southbound off-ramp to SR 527 <br /> The purpose of the visual and transportation improvements according to Policy 8.8.2 is to <br /> "encourage and stimulate the redevelopment of downtown consistent with the Land Use, <br /> Housing and Economic Development policies of the comprehensive plan." <br /> In addition, Policy 8.8.3 of the same section requires that implementation of public projects <br /> in any of the designated gateway corridors include aesthetic and functional considerations to <br /> "support and enhance the visual quality and character of the city". The aesthetic elements <br /> may include street trees and plantings, utility structures such as street lighting and traffic <br /> control devices, public right-of-way signs,retaining walls, and pedestrian safety rails,bicycle <br /> lanes, transit benches and shelters,and other right-of-way improvements as appropriate. <br /> Scope of Services <br /> Work Plan <br /> The project work plan consists of the scope,budget, and schedule. Otak will have an in <br /> internal team meeting to assign roles,budgets, and schedule where the work plan will be <br /> reviewed with all team members at the start of the project. <br /> Throughout the project, Otak will interact as directed with the appropriate City staff, <br /> interested parties, community representatives, and the public-at-large. The public <br /> involvement and community outreach program will be lead by the City of Everett with <br /> presentation and material support from Otak. <br /> Task 1.0 <br /> Project Set Up and Kick-Off Activities, Project Management and Review <br /> Existing Documents, Develop Goals and Objectives <br /> Preparation of Work Plan/Project Kick-Off Meetings <br /> Otak will complete a detailed work plan as part of the process of entering into a contract for <br /> the project.
