Exhibit A <br /> Scope of Work <br /> City of Everett: Gateway Project <br /> September 30, 2008 <br /> General Description of the Scope of the Project (Scope of Work) <br /> This project includes the work to be performed by: <br /> Otak, Inc. <br /> 1218 Third Ave, Suite 300 <br /> Seattle WA 98101 <br /> 206.224.7221 <br /> Otak Project#: 31323 <br /> Project Background Information /Purpose and Objectives <br /> The information below related to the project purpose and objectives'is provided as <br /> background for the Scope of Services on the following pages. <br /> General Project Description <br /> Gateway Corridors for the City of Everett are defined in the Urban Design and Historic. <br /> Preservation Element of the Everett Comprehensive plan. According to Section H of the <br /> Urban Design and Historic Element;"Attractive streetscapes, whether in neighborhoods or <br /> business districts, improve the image of the community and the value of properties, homes <br /> and businesses located in such areas." "In order for Everett to compete with other <br /> communities for new jobs, industry, and investment in the future,it must continue to <br /> improve its image and quality of life." <br /> Goal 8.8 of the Urban Design and Historic Preservation Element of the Everett <br /> Comprehensive Plan is to "Improve and enhance the community image and property values <br /> by developing attractive streetscapes on heavily traveled and highly visible streets and <br /> highways within Everett's planning area." <br /> Under Policy 8.8.1, the City shall designate 15 arterials and highways as "gateway corridors" <br /> for which"Particular attention will be given to design and maintenance of public <br /> improvements and the application of standards to development of abutting properties." <br /> Policy 8.8.2 of the Comprehensive Plan Urban Design and Historic Preservation Element <br /> gives priority to the design and development of visual and transportation improvements for <br /> eight gateway corridors.
