k. The Parties often have occasion to purchase many of the same items; <br /> In order to provide for economies of scale and increase efficiency in purchasing <br /> fire, rescue, EMS and other type of equipment deemed necessary, the parties desire to <br /> enter into an agreement to allow the usage of other Parties' purchasing contracts; <br /> m. The Parties often train together to provide economy of scale,joint training to <br /> provide common procedures, and use the expertise of personnel within each <br /> department; and <br /> n. The Parties, to carry out the purpose and functions described above and in <br /> consideration of the benefits to be received by each of the Parties, agree to do the <br /> following: <br /> ARTICLE II <br /> TERMS AND CONDITIONS <br /> NOW, THEREFORE, in consideration of the terms, conditions, covenants and <br /> performances contained herein, the parties hereto agree as follows: <br /> SECTION 1. PURPOSE <br /> 1.1 Purpose. The purpose of this Agreement is to improve the provision of Services <br /> within the respective jurisdictions ofthe Parties. <br /> 1.2 No Financial Obligation. Except as specifically provided herein, it is not <br /> contemplated that any Party will incur a financial obligation as a result of this Agreement <br /> beyond the normal cost of providing Services. <br /> 1.3 Participation in Mutual Aid and Automatic Aid. This Agreement is intended to be <br /> flexible to allow each Party to participate to the degree it is able to do so, from a financial <br /> and operational standpoint. A Party to this Agreement may participate in Mutual Aid and/or <br /> Automatic Aid to the extent determined by the Fire Chiefs of the Parties hereto. <br /> SECTION 2. DEFINITIONS <br /> The following terms shall have the following meanings in this Agreement, unless the context <br /> indicates otherwise: <br /> a. `Incident Commander"means the individual charged with overall management <br /> and command of an emergency incident pursuant to the National Incident <br /> Management System, established by Presidential Directive for the purpose of <br /> managing emergency incidents. <br /> b. "Automatic Aid"means a Party's provision of apparatus, personnel, and <br /> equipment to areas within the jurisdictional boundaries of another Party pursuant <br /> to agreed upon dispatch protocols and computerized run cards. <br /> Cr <br /> PAGE 2 <br />
