The Thurston County Sheriff's Office, when developing its online reporting system,
went through an RFP process selecting Coplogic, Inc. Based upon the results of that RFP and additional
research, this procurement qualifies as a sole source procurement which has been authorized administratively
to be awarded to Coplogic, Inc. Funds to purchase the system are reprogrammed grant funds from the 2006
JAG grant. This is an Internet-based service without any connection to the City network other than staff
accessing police reports that may have been entered by a citizen. There are two agreements required to be
executed by the City to: (1) grant to the City a nonexclusive, nontransferable license to install and use the
Coplogic online reporting software, and(2)provide for Coplogic's support and maintenance of the software.
RECOMMENDATION: Authorize the Mayor to sign A License Agreement with Coplogic, Inc., and a
Software Support and Maintenance Agreement with Coplogic, Inc. 1
