I <br /> Mental Health Services II and its sponsor agency, olympic Mental <br /> Health, have, in conjunction with Snohomish county, platted, I <br /> eatisfied SEPA requiremente and currently are awafting issuance I <br /> �,�� of a buildinq permit for a 20-unit apartment at Hardeson and ( <br /> Casino. I have not involved myself in any oP these processes. <br /> 1 �.., My client ie getting ready to close on the purchase of this <br /> ��� property fro:^ the County, and getting ready to close on a loan <br /> from the Department of Housinq and tlrban Development to build the <br /> 20-unit apartment building. HUD requires a borrower�s counsel <br /> opinion letter. In that letter, I will be required to opine that <br /> � �,� certain building, zoning and other environmental issues have been i <br /> satieEied. I <br /> � Z would like your authorization to submit requests to the City's <br /> �( 1 Planning and Community Developmont Department, and itc Public <br /> Works/Building Department for letters certifying certain facts <br /> relatl.ng to the platting, zoning and environmental review of the <br /> property and project. Proposed letters to be issued to Ylanning <br /> � and Community Development and Public w�Yks/Building Department <br /> _� are enclosed. I also enclosa proposed draft letters to be ' <br /> completed by the City, and returned to ma, in response to the i <br /> request. Based upon my review of the files, it would appear that <br /> �( � there would ba no problem with the issuanco of such letters, I, <br /> "� which merely reoite fact� in the City�s files.
