November 18, 2008
Jan Meston
City of Everett Planning and Community Development
2930 Wetmore Ave, Ste 8A
Everett, WA 98201
Dear Ms. Meston and the members of the Everett City Council,
Riverside Historic Overlay Zone, Neighborhood Conservation Guidelines and Historic
Overlay Standards,
We have lived in the Riverside neighborhood for more than 18 years. One reason we
purchased a home here is that it was affordable. According to the current plan, property
owners who want to remodel, build new, or demolish existing homes would be forced to
meet the historic committee requirements, making our neighborhood unaffordable.
As the community representative for the CHIP (Community Housing Improvement
Program) Loan Review Committee, I believe this proposal would price our neighbors out
of the ability to complete needed repairs and remodels. Yes, they would still qualify, but
how much would be able to be done at the higher expense of the new requirements.
I would propose that if the City Council doesn't reject this plan, that you make
opportunity for property owners in the area to opt out, and that this be extended to anyone
buying those properties in the future.
Thank you for your support of affordable homes for our Riverside neighbors, now and in
the future.
Sincerely,
Diane Raines
2011 Virginia Ave
Everett, WA 98201
