When she responded that <br /> she had heard that there were limitations on both those programs of what kind of <br /> selections one could make, the condescending man backed off. So now we have arrogant, <br /> deceitful and condescending. <br /> Justifying the Overlay by calling the CHIP and PUD loans into play brings on another point <br /> that gives me pause -- the refusal to understand that people may lack resources is <br /> myopic. I've been the fortunate recipient of both the CHIP and two PUD loans. The <br /> keyword is "loan". You have to pay it back. If it costs more, you will pay more. This <br /> really doesn't help my 84 year old neighbor on an limited income who can't get those <br /> pricier windows or the correct siding because either, 1) CHIP or the PUD will not support <br /> that selection, or 2) she can't afford to pay it back. The result would be that people in <br /> the Overlay would not have access to either program. Needed repairs-, remodeling, changes <br /> would not be made and the neighborhood, which is lovely right now, would fall into <br /> disrepair. So now we have arrogant, deceitful, condescending and myopic. <br /> Another concern I have is the way this has all come about. The timing of this proposal is <br /> suspicious. A notice sent out in late August and it's set to go before you for approval <br /> by in October. We're being told that our comments are being listened to, but if that were <br /> the case, wouldn't the comments be heard BEFORE moving to schedule the next meeting? This <br /> is on a fast-track and someone has greased the wheels. We were told that this has been <br /> discussed in the publication mailed out regarding the neighborhood meetings. I received <br /> the newsletter for this month. The last one before that was years ago. At least 4 or 5 <br /> years. I remember it because it had a survey asking if we'd prefer to spend money on <br /> sidewalk repair or on a float for the parade. Reading that, it was easy to conclude that <br /> the people at the meetings were not, for lack of a better phrase, the brightest bulbs in <br /> the pack. It certainly didn't inspire me to spend any time with them. So now we have <br /> arrogant, deceitful, condescending, obstinate and suspicious. <br /> And someone wants to put arrogant, deceitful, condescending, obstinate and suspicious <br /> people in charge of my home? The city has rules in place that everyone must abide by. It <br /> is wrong to put another layer in place for a select few because of the actions of these <br /> few, who have so far shown that they have questionable judgment. <br /> From its inception, the Riverside Historical Overlay Zone has been poorly handled. We're <br /> in tough economic times. If you approve the Riverside Historic Overlay, you will be <br /> creating a big burden to the residents and taxpayers within its boundaries. It's not only <br /> the wrong way to do it, it's the wrong time. <br /> Please vote against the proposed Riverside Historical Overlay Zone.
