Planning Commission <br /> October 21, 2008 <br /> Approved <br /> 6:32:54 PM <br /> Chairman Olivers called the meeting to order at 6:30 p.m. Other Commissioners <br /> attending: Jamie Hunter, Jeff Moore, Michelle Trautman, Don Chase, Don Hale and <br /> Loren Sand. <br /> Commissioner Absent: Si Newland <br /> City staff members present were Allan Giffen, Dave Koenig, Jan Meston and Kathy <br /> Davis of the Planning Department <br /> Planning Commission Meeting Minutes, September 16, 2008 <br /> Motion: Commissioner Hale made a motion to approve the minutes. Commissioner <br /> Chase seconded the motion. <br /> Vote: Commissioner Moore, yes; Commissioner Hunter, abstain; Commissioner Chase, <br /> yes; Commissioner Trautman, abstain; Commissioner Hale, yes; Commissioner Sand, <br /> abstain; and Chairman Olivers; yes. <br /> Motion Carried. <br /> 6:34:07 PM <br /> Chairman Olivers stated that his daughter owned property within the portion of the <br /> property located between California and Everett Avenue. He offered to recuse himself if <br /> there were any objections to his participation in the hearing. There was no response. <br /> 6:34:45 PM <br /> Item #1: Public Hearing and Recommendation on the Riverside Historic Overlay <br /> Zone and Standards <br /> Jan Meston, City staff, stated that citizens from the Riverside neighborhood requested <br /> that the City adopt a Historic Overlay Zone to help preserve the historic character of the <br /> buildings and neighborhood in response to development pressures in the neighborhood. <br /> There are two other historic overlay zones in the City: Rucker/Grand which was adopted <br /> in 1992 and Norton/Grand that was adopted in 2001. The Historic Overlay zones have <br /> been successful in maintaining neighborhood character through design review of new <br /> development. Riverside neighbors saw positive results in other overlay zones and <br /> wanted the same for their neighborhood. City Council and the Mayor reviewed the <br /> Riverside neighborhood request and directed staff to work with neighborhood historic <br /> committee to develop proposal. <br /> The Riverside Historic Committee which consists of Sarah Church, Steve Fox, and <br /> Glenn Hunter developed the proposal and researched the properties in the overlay. The <br /> work included property inventories, proposing manageable boundaries for the overlay <br />
