WHEREAS, the Riverside Historic Committee and City staff met with the Riverside <br /> Neighborhood at their monthly meetings on May 8, 2007, and April 8, 2008, to discuss the <br /> proposed overlay zone; and <br /> WHEREAS, the Historical Commission held a public meeting on September 10, 2008, for City <br /> staff and the Riverside Historic Committee to present and explain the proposed overlay to the <br /> public; and <br /> WHEREAS, a SEPA environmental review was completed for the proposed historic overlay <br /> zone and design guidelines and standards and a Final Determination of Non-Significance was <br /> issued for the zone, guidelines and standards; and <br /> WHEREAS, the Historical Commission held a public hearing on October 8, 2008, to consider <br /> the proposed Historic Overlay Zone boundaries and design guidelines and standards and received <br /> public comments and testimony; and <br /> WHEREAS, the Historical Commission finds the following: <br /> 1. The proposed rezone is consistent with the Comprehensive Plan; and <br /> 2. The proposed rezone bears a substantial relationship to the public, health, safety or <br /> welfare; and <br /> 3. The proposed rezone promotes the best long-term interests of the Everett community. <br /> NOW THEREFORE, BE IT RESOLVED that the Historical Commission hereby recommends <br /> the Planning Commission recommend adoption, and City Council adopt the Riverside Historic <br /> Overlay Zone and Riverside Neighborhood Design Guidelines and Historic Overlay Standards as <br /> proposed. <br /> PASSED and APPROVED the 8th day of October, 2008. <br /> 41144(of <br /> f0 • ob oej <br /> San.ra Alcer, hairperson Date <br /> Everett Historical Commission <br />
