DETERMINATION OF NON-SIGNIFICANCE <br /> SEPA 08-049. REZONE 08-004 <br /> Adoption of Riverside Historic Overlay Zone, <br /> Neighborhood Conservation Guidelines and Historic Overlay Standards <br /> Description of Proposal: Recommendation by Historical Commission and Planning Commission and approval by <br /> City Council of adoption of a Riverside Historic Overlay Zone,Neighborhood Conservation Guidelines and Historic <br /> Overlay Zone Standards that will apply to properties within the zone. <br /> The design guidelines and standards are intended to preserve the historic Riverside neighborhood character while <br /> allowing for the density which zoning allows. The guidelines and standards apply to all development in the zone. <br /> Design elements addressed include streetscapes,entries,massing,rooflines, height,setbacks, windows and doors, <br /> porches, exterior materials and detailing,vehicular access, garages,parking,and infill development in rear yards. The <br /> current height limit of 45 feet in the R-4 zone of the overlay is proposed to be reduced to 40 feet to be consistent with <br /> the R-4 height in other historic overlay zones. <br /> The proposed overlay includes two properties listed on the Everett Register of Historic Places,the Widgren and the <br /> Lettelier Houses. An area surrounding these houses has been inventoried,and the proposed overlay boundaries include <br /> a high concentration of houses built before 1931 which retain their original character. Houses in the proposed overlay <br /> which were built.before 1931 and are historically significant or contributing to the historic character of the <br /> neighborhood have been included in a list of"contributing structures." <br /> Everett Historical Commission design review will apply to the following development situations in the historic overlay <br /> +ne: proposed demolition of contributing structures,conversions of contributing structures from single-family to <br /> ..uplex or multi-family or from residential to commercial, additions over 150 square feet and visible from the street to <br /> any duplex or multi-family building, construction of any new rear yard infill,construction of any new duplexes or <br /> multi-family buildings, and construction of any new commercial, church or religious institution structures. <br /> Administrative review by Planning Department staff will apply to all other development <br /> Applicant: Dave Koenig, City of Everett <br /> 2930 Wetmore, Ste 8A <br /> Everett, WA 98201 <br /> Location: The Historic Overlay Zone includes Virginia and Baker Avenues from California Avenue to 19th Street and <br /> Victor Place, Leonard Drive,and the north side of 21s1 Street from Baker Avenue to Walnut Street. <br /> Lead Agency: City of Everett Planning Department <br /> Contact Person: Jan Meston Phone: (425)257-7164 <br /> The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the <br /> environment.
