The guidelines and standards apply to all
development in the zone. Design elements addressed include streetscapes, entries, massing, rooflines,
height, setbacks, windows and doors, porches, exterior materials and detailing, vehicular access, garages,
parking, and infill development in rear yards.
The proposed overlay includes two properties listed on the Everett Register of Historic Places, the
Widgren House at 2125 Virginia Avenue and the Lettelier House at 2510 Baker Avenue. An area
surrounding these houses which contains a high concentration of houses built in 1930 or before, and
which retain their original character, has been inventoried to define the boundaries of the overlay zone.
The area includes Virginia and Baker Avenues from California Avenue to 19t Street and Victor Place,
Leonard Drive, and the north side of21st Street from Baker Avenue to Walnut Street. Within this area,
houses which were built in 1930 or before and are historically significant or contributing to the historic
character of the neighborhood have been included in a list of"contributing structures"in the overlay.
2
