EXHIBIT A-1
SCOPE OF WORK
The sewer monitoring firm (SFE Global) shall perform the following services for the
duration of the contract period:
A. Contract Term
This contract period is one (1) year (2008-2009) with field monitoring activities for a
minimum of eight (8) months. The City may choose to amend this contract for one
additional year(2009-2010) at the indicated price and a second additional year (2010-
2011) at a negotiated price. The City may also terminate the contract at any time.
This contract is the initial phase of a sewer monitoring program that the City intends
to conduct on an ongoing basis.
B. 2008-2009 Program Schedule and Coordination
The sewer monitoring firm shall be responsible for the effective administration and
management of the entire contract, and for quality of data. Consultant shall mobilize
and install approximately 12 flow meters and 2 rain gauges at monitoring locations
selected by the City. Consultant shall mobilize staff to perform installations,
removals, routine maintenance and data collection throughout the monitoring period
and provide a schedule showing the required lead times and City support activities.
C. Preliminary Monitoring Site Information
The following is a cursory description of the anticipated monitoring site conditions
for each task. See Section N. for a list of specific monitoring sites for the initial
installation locations for the 2008-2009 program. Actual site conditions may vary.
Tasks 1 and 2: Sewer flow monitoring (6 sites for 8 months) will be
performed in trunk sewers having pipe diameters ranging from 24-inches
to 48-inches. Monitoring sites will be located within areas of the
collection system that could be either "combined" (stormwater and
sewage) or "separated" (sewage only). Sewer manholes are generally 54-
inches inside diameter or larger and may not have existing manhole step
rungs. Manhole depth from rim to pipe will normally range from 15 to 20
VF. Although a majority of sewers and manholes are in urban streets,
some sewers are in easements or on public (City or other agencies)
property. It is anticipated that (2) rain gauges can be located within City-
owned property such as fire stations, parks or water/wastewater pump
station sites or other property with existing security improvements in
place. Monitors will share the same manholes as City samplers and must
have provisions to interface with City samplers for flow-paced sampler
operation.
Task 3: Sewer flow monitoring(2 sites for 8 months, possibly extended to
2 yrs) will be performed in collector or trunk lines having pipe diameters
.a ranging from 12-inches to 36-inches. These monitoring sites will be on
C:\Documents and Settings\RLarson\My Documents\SFE Sales\1.0 Proposals\LO Proposals\08-146 City of Evertt
TFM\Contract Documents\SFE Global PSA EXHIBIT A-I.doc
