The sewer monitoring firm shall coordinate all aspects of the site selection effort with
City staff and other agencies or property owners as required. The site documentation
for sewers shall include, at a minimum, a location map with address, pipe size,
manhole number (City GIS or Tumms ID #), flow channel condition, manhole bench
conditions, site drawings and photographs, proposed sensor types, and proposed
sensor placement within the pipe. The sewer monitoring firm shall perform precise
field measurements of pipe and channel dimensions and shall not rely on as-built
drawings for the determination of pipe geometry. Site documentation for rain gauge
placement shall include location map with address, gauge placement details and
documentation that explains measures taken to eliminate undesirable influences of
surrounding topography, vegetation, structures etc. The sewer monitoring firm shall
evaluate and recommend alternative monitoring sites should better data be attainable
from nearby sites with more favorable conditions. Where determined to be necessary,
the City will perform in-pipe CCTV inspections and clean debris and sediment from
within sewers and manholes. The City can provide record drawings (as-built plans)
for most sewer facilities upon request by the Consultant.
E. Site Access
In general, the sewer monitoring firm will have unimpeded access to sewer manholes
in public right-of-way. Sewer manholes or rain gauge sites located on private
property (sewer easement) or on City property will likely require some access
coordination and the sewer monitoring firm shall not assume that keys and/or pass-
codes will be made available to sewer monitoring firm. The City will assist to the
extent possible to facilitate access to locked monitoring sites. If monitoring site(s) are
located within Port of Everett facilities or other TSA controlled sites, the sewer
monitoring firm shall be required to obtain TWIC security clearance for its employees
needing access at no additional cost to the City.
F. Traffic Control
The sewer monitoring firm will provide traffic control in accordance with the City's
standard traffic control plans SD 701 and 702. These plans are available online at
www.ci.everett.wa.us/pdf/Engineering/SpecDocs/2007 StdSpecs_Combined.pdf.
Where special traffic control plans are necessary, the sewer monitoring firm shall
develop the necessary details, descriptions etc. and shall submit to the City for review
and approval. If traffic signage and flaggers are needed, the Consultant will hire
qualified flaggers and rent necessary traffic control signage.
G. Confined Space Entry
The sewer monitoring firm shall assume full responsibility for compliance with
confined space entry requirements as well as any and all other applicable worker
safety precautions in the performance of its services. Except as otherwise determined
necessary by the City, City personnel will not enter confined spaces to perform work
associated with this project.
H. Uptime and Data Quality
Obtaining consistently accurate data from all monitoring sites is the paramount
C:\Documents and Settings\RLarson\My Documents\SFE Sales\I.0 Proposals\1.0 Proposals\08-146 City of Evertt 3
TFM\Contract Documents\SFE Global PSA EXHIBIT A-1.doc
