r, <br /> RIVERSIDE <br /> NEIGHBORHOOD CONSERVATION GUIDELINES <br /> The Neighborhood Conservation Guidelines apply to all development in the <br /> Historic Overlay Zones. The purpose is to inform residents of the historic <br /> nature of their neighborhood, to educate property owners about the elements of <br /> the neighborhood which create its unique character, and to guide new <br /> development and additions to existing homes. <br /> The Neighborhood Conservation Guidelines will guide the Historical <br /> Commission review of multi-family, commercial, or religious facility <br /> development in the Historic Overlay Zones and staff administrative review of <br /> all other development.
